[aisle] Database promotion to admin?

I give the admin my School Library per capita grant every year to help with
database costs. Otherwise, you have to stress the need to provide reliable
sources and provide database experience for college-bound students. Also,
show them the user statistics and get your teachers on board to say they
will use it and can't live without it.
