[aisle] Food in the library?

I found when food wasn't allowed in the library (more of an admin rule
after we remodeled), I was cleaning up bigger messes because they were
trying to sneak it and would hide their trash rather than putting in the
garbage cans, so I do allow food but expect them to clean up their messes.
I do not allow lunch trays, so they need to finish that food in the
cafeteria before coming into the library. Honestly, this is mostly because
our custodians just dump our trash without replacing bags each night, so I
don't want the food buildup in the trash cans.

I don't love group consequences or limiting access to the library but I
also can't be responsible for cleaning the library along with all of my
other tasks, and our custodians are also massively overworked, so I have to
balance all that. Past consequences have included significantly reducing
the number of students who can come each period from study hall and
shutting down areas of the library where the messes are happening. Usually
after a week, the problem is solved for a little while, but it's definitely
not perfect.
