The smell (often like cat urine, sometimes more like acetone) comes from ammonia-like odors produced by smoking and/or making meth (although the latter is far stronger & more concentrated). As the books in the original post showed absolutely no signs of moisture damage the way peed-on books do & the child insisted they had no cat at home & had not been around a cat recently, several commenters urged OP to officially report the situation & their concerns.

My favorite way to take the smell out of books is to hang them on the clothes line..... Sunshine and fresh air will fix many problems.

Sometimes it helps just to prop the book open to air out.  I have also placed books in plastic storage bags with some baking soda to help remove smells. Thankfully the smell you mentioned is not one I have had to deal with yet.  Good luck!
