[aisle] change in circ rules / no fines

We allow 2 fiction books to be checked out per student at any time, and
unlimited non-fiction books.
However, if there is an overdue book on the student's account then that
must be cleared up first before any additional materials can be checked out.

In the JH/HS library, we only have 2 due dates: One just after Christmas
break and the other 2 weeks before the end of the school year.
