[aisle] Replacement Charges

My district implemented this January 1.  No lost fees for books or
materials for any student. The bill specifically identifies students on fee
waivers, but we would have to look up each student to see if they were on a
waiver and charge them if they weren't.  We didn't feel searching for this
information was equitable for all of our students or the most responsible
use of our time (I'm now a solo librarian in 5 buildings with 5 full time
clerks), so we removed lost and damaged fines for all students.

We are allowed to charge for INTENTIONAL damage for any materials per this
bill (we were told that by the business office) but again that requires us
to interrogate students about how their books were damaged.  We don't
handle any Chromebook fees so that's not on our plate.

Our district agreed to pay to replace all the lost/damaged books we are no
longer charging for so that we don't lose the inventory and the replacement
doesn't come from our library budget.

It's all a bit fuzzy to be honest!
