[aisle] Replacement Charges

I noted this new law here back in December, preparing for NO FINES.  My
admin gave me the list of names of the kids on the no fine list and I
entered that information into their patron record.  I never say anything to
the kids or the parents, but I tell them there must have been a mistake and
don't accept the money.  This saves a lot of time and person-power with
having to give money back.

We do not advertise that they don't have to pay for Chromebooks if they
ruin them; we do not charge them.

Everyone else gets charged for lost/damaged books, Chromebooks, etc.

I find it interesting to learn what other districts are doing.
