[ISLMA-Share] HS Fines / Replacement Fees

We issue overdue notices and just as others have mentioned, it eventually
runs into Lost status and we charge the full price of the book. No overdue
fines but there are replacement fines. We also check textbooks out through
our system so we do have a rule that you can't get your textbooks until all
your other books are turned in. This helps a lot.
