[ISLMA-Share] Authority of District Librarian

I have been part of the hiring team for assistants, but I do not have the
authority to fire or evaluate assistants. I do not hold an admin. cert. I
am responsible for the administration of the library budget, collection
development, library programming, and professional development for the
assistants.
