[aisle] 1:1--Loaners from Library

Our school is 1:1 and often has this issue. The Tech Desk has started
asking teachers to write passes for students to pick up a loaner only if
students need to use the machine during the teacher's class since our
number of loaners is limited. We have teachers who don't require laptop use
every day, so this helps us.
