[aisle] 1:1--Loaners from Library

Our students can charge at our circ desk, but then they are without a
device for 2 periods while it charges.  We USED to loan out devices, but
since we have stopped, the need to charge has dropped significantly.  (We
do loan out a device IF the teacher reaches out b/c the kid needs to take a
quiz or test.)
